Is this even salvageable?





From the article:
People park illegally some time. The worst that’ll most of the time happens, most likely is that the vehicle will get towed or get a ticket. But neither of those two penalties can comapre to this one. Of course it happened in Russia obviously. Where else? And no, this wasn’t a local cop citation (we hope). A Range Rover Evoque owner one day found a note attached to his SUV, saying, more or less, to move the vehicle or pay 100,000 rubles, about $1,750 US. Do so or else.

According to the article "The person who left the note even provided a wire transfer number for the payment." so I wonder if they tried to trace this back to the account. There are surveillance cameras everywhere these days. Didn't anyone see anything?
